National Data Exchange (N-DEx)
The September 11, 2001 terrorist attacks forever changed law enforcement and our country. Since that fateful day, law enforcement professionals have seen the need for Information Sharing to combat not only terrorism, but also day-to-day crime in their jurisdiction.
On April 30, 2021, definitions and technical standards for the sharing of criminal justice information were added to the Missouri Code of State Regulations (11 CSR 30-17). The intent of this rule is to ensure that all criminal justice vendors and partners that share criminal justice information use the same standard formats and data definitions when exchanging data. This will, in turn, allow for the more efficient and effective sharing of this information across the criminal justice community and strengthen public safety efforts across the state.
Upon publication of 11 CSR 30-17, the Missouri Integrated Justice Information Systems (MoIJIS) Technical Working Group, a sub-committee of the Missouri Criminal Records and Justice Information Advisory Committee (CRJIAC), recommended the first set of technical standards for adoption under this rule. These standards were duly adopted by the Missouri Department of Public Safety on June 1, 2021 and govern criminal justice information being shared with the Missouri Data Exchange (MoDEx), the Missouri Incident Based Reporting System (MIBRS), and the Driving While Intoxicated Tracking System (DWITS). Pursuant to 11 CSR 30-17, Criminal Justice vendors that maintain systems that participate in these programs are required to begin using these standards by June 1, 2023.
The Missouri Data Exchange (MoDEx) acts as a statewide data warehouse that allows user agencies to submit their data to the Federal Bureau of Investigation's National Data Exchange (N-DEx). The FBI's National Data Exchange (N-DEx) system is an unclassified national repository of criminal justice information submitted by local, state, tribal, and federal agencies from around the nation. N-DEx is an on-line investigative tool that enables criminal justice agencies the ability to search, link, analyze, and share criminal justice information. This information can include such things as incident/case reports, incarceration data, computer aided dispatch reports, photos, citations, and crash reports on a nationwide basis to a degree never before possible. This information can help fill informational gaps and provide situational awareness that enables users to “connect the dots” between data on people, places, and things that may seem unrelated in order to link investigations and investigators.
Prior to accessing N-DEx, make sure your agency has a secure connection to the Missouri State Highway Patrol network to use N-DEx through the MSHP CJIS Portal. All users must have an established email account through your agency's criminal justice/government email account. All N-DEx data is subject to Criminal Justice Information Security policies, and public email accounts (Google, Yahoo, Hotmail, etc.) are not permissible.

Why the N-DEx System?
The N-DEx system complements other well-known FBI systems, such as the National Crime Information Center (NCIC), Interstate Identification Index (III), and Next Generation Identification (NGI) that provide critical information to the criminal justice community. The information that would not be contained in those systems, i.e., incident and case reports, full Department of Justice (DOJ) case files, and corrections data, is available in N-DEx. And the N-DEx system has been endorsed by a number of major criminal justice associations, including the following: International Chiefs of Police, National Sheriffs' Association, Association of State Correctional Administrators, National Institute of Corrections, American Probation and Parole Administrators, Corrections Technology Association, Major Cities Chiefs Association, and Major County Sheriffs' Association.
